THE GREATER MANCHESTER COMMUNITY RISK REGISTER 2006/7

CIVIL CONTINGENCIES ACT 2004

The Civil Contingencies Act has created a generic framework for civil protection in the UK. Here in Greater Manchester the new duties under the Act have provided a legal requirement that enhances many years of excellent co-operation between the Emergency Services, Local Authorities and the Health Agencies. Additionally, it brings together, in a formal arrangement, the co-operation of many other agencies that play a vital role during and after any significant emergency that may occur within the county.

A number of key responsibilities have been placed on the organisations represented on the Greater Manchester Resilience Forum, namely;

  • Assess for the risk of an emergency occuring.
  • Organisational Business Continuity Management.
  • Maintain plans for the purpose of prventing, reducing, controlling or mitigating the effects of any emergency.
  • The creation of a Community Register to be made available to the public.
  • Mechanisms to warn and inform members of the public if an emergency is likely to, or has occurred.

Members from many organisations have worked hard to deliver the requirements of the Act within the required timescale. The results of that work can be seen in the Greater Manchester Risk Register 2006/7 and the Greater Manchester Profile Document 2006/7 situated on this website. It is our intention to continually review the work completed throught training and exercising on a multi-agency basis, thus enabling plans and procedures to compliment each other and to allow responding agencies to have a greater understanding of each others roles, responsibilities and capabilities which they provide to safeguard the people and communities of Greater Manchester.

The Purpose of the Register

The Greater Manchester Community Risk Register has been created for two primary reasons.  Firstly, to reassure the people and communities of Greater Manchester that an assessment of potential hazards and threats has been made or considered.  Secondly, to satisfy the requirements outlined in the Civil Contingencies Act 2004 and its statutory Guidance (Emergency Preparedness) all of which can be accessed through the UK Resilence website on http://www.ukresilience.info/home.htm

These statutory requirements have been placed on all Category 1 Responders throughout the UK and Greater Manchester Resilience Forum gave direction to have in place this register by the specified date of 15th November 2005.

Category 1 Responders and other appropriate agencies have co-operated to produce the Greater Manchester Community Risk Register.
